On December 5th, some very exciting changes will occur with BendBroadband’s digital Cable TV service. In response to customer input, we’ll be adding more choice and approximately 18 new channels. To ensure that you continue to receive the channels and services that are best suited for your needs, please review the following information and the
new channel lineup.
Quick overview of the changes happening on December 5th
The Essentials package will launch and will replace the current Expanded Basic digital cable TV package and several new channels will be added, including Hallmark Channel and ABC Family.
The new Preferred package will launch, containing more than a dozen new exciting cable networks.
The Disney Channel free preview period will end. Only subscribers of the Preferred package (or the Family package) will continue to receive Disney Channel
The Fox Business News free preview will end. Only subscribers of the Preferred package will continue to receive Fox Business News.
What are the differences between Essentials and Preferred?
Channels: Preferred will contain at least 18 more channels than Essentials, including Disney, E! Entertainment, Court TV, National Geographic, Big Ten, The Golf Channel, MSNBC and a number of other highly-rated and popular new cable networks. Please review the enclosed channel lineup.
Price: Preferred will cost $5 more than Essentials. Between December 5th, 2007 and February 1st, 2008, both Essentials and Preferred will remain at the existing Expanded Basic package price of $41.55. Starting on February 1st, Essentials will be priced at $42.95 and Preferred will be priced at $47.95. These prices do not include digital box rental or any discounts that may be in effect for your account.
What do I need to do?
If you currently have Expanded Basic-cable only and want Essentials – Do Nothing! – Customer with Expanded Basic-only (those NOT subscribing to the Bronze Sports, Variety or Movie Tiers) will automatically be placed into the Essentials package on December 5th.

BendBroadband’s cable television service is in the midst of an evolution to an all-digital platform. The transition will be completed by the end of 2008. At the end of 2008, BendBroadband will turn off its analog cable TV signal. With digital service, subscribers receive their television programming through a set-top box at each TV.
The move to all-digital is driven by several important goals:
Quality Improvements: Digital and high-definition television provides a superior picture and sound quality over analog cable TV.
Increased Programming Options: Instead of only one analog cable package we now offer four digital programming package choices with the option of additional programming tiers and premium channel suites.
Bandwidth Reclamation: The efficiencies gained from an all-digital platform will allow BendBroadband to dramatically expand the number of high-definition and standard-definition channels and to greatly increase Internet speeds during 2008 to 2009. Additional bandwidth will remain available for future advanced services.
We no longer offer analog basic cable service to new customers. Also, current analog cable TV customers that transfer service to a new residence will need to upgrade to digital cable. If you’re still subscribing to analog cable TV or if you have digital service but don’t have a set top on every TV, we encourage you complete your digital upgrade as soon as possible. A number of special offers are available which makes the upgrade virtually cost-free through 12-31-08, so why wait? Go digital now and avoid the last-minute rush!

The transition to an all-digital platform will have an impact on all customers receiving analog basic cable service as well as current digital customers who have additional TVs that rely on our analog signal today (those that are not connected to a set-top box). Given the magnitude of this effort, we encourage all customers to read the following FAQs for additional background.
Why is BendBroadband moving to an all-digital platform?
There are two major reasons for BendBroadband to migrate to an all-digital platform.
To continue to provide the DCT700 low cost set-top box, to our video subscribers: Due to the FCC separable security ban, all cable companies were required to convert to new CableCARD set tops starting in July 2007. The replacement for the DCT700 costs three times as much, potentially increasing the cost of set top rental from $1.95 per month to $5-$6 per month. By committing to transition to all-digital by the end of 2008, BendBroadband was able to obtain a waiver from the FCC to continue use of the DCT700. The savings in capital cost to BendBroadband and in monthly set-top box rental cost for our customers is substantial.
To reclaim bandwidth: Each analog video channel consumes the same bandwidth as 10 digital channels or 2 high-definition channels. Today bandwidth is becoming limited for BendBroadband and other cable companies due to the introduction of high-definition TV and new services such as VOD and high-speed Internet while continuing to transmit a full analog basic cable lineup. The bandwidth reclaimed from eliminating over 50 analog channels will be redeployed to launch more high definition channels, more standard definition digital channels, increased VOD and to greatly increase the speed of Internet service over the coming years.
Do customers need a
set-top box for every TV in their home today?
It’s estimated that the average household has three TVs. Because BendBroadband will discontinue analog service at the end of 2008, customers will need a set-top box for every TV in order to receive their entire BendBroadband digital programming package. Since there is a potential for long lines if customers wait until the end of the year, we’re currently offering up to two standard DCT700 set-top boxes free through 12-31-08 and up to two more standard set-top boxes for only $1 per month through 12-31-08. Standard set-top boxes are normally priced at $1.95 per month. Why wait and risk being at the end of a very long line when you can upgrade your other TVs now for little to no added cost through the end of 2008?

How does your all-digital effort relate to the February 2009 government-mandated elimination of over-the-air analog broadcast signals?
BendBroadband is eliminating analog cable TV service at the end of 2008. Local broadcasters, such as KTVZ must eliminate their over-the-air analog broadcast signals by February 17, 2009. These two efforts are not related in any way.
If I am still receiving analog cable TV service on one or more TVs, what will happen after December 31, 2008
After December, 31 2008 there will be no BendBroadband analog signal distribution and a set top will be required to receive your full digital package. However, if your TV is a late model, digital set, you will still be able to receive local NBC, ABC, Fox and OPB stations because these signals are not encrypted by BendBroadband. Older, analog TVs will require either a BendBroadband set top (to receive your digital cable service) or a customer-supplied digital converter box to receive free over-the-air local digital broadcast signals. I currently subscribe to BendBroadband analog basic cable service, must I immediately upgrade to digital cable?
BendBroadband ceased to offer analog basic cable to new subscribers as of May, 2007. Existing analog cable TV customers that transfer service to a new residence are required to convert to digital service at the time of their move. All other current analog customers will be transitioned to digital service by the end of 2008. BendBroadband has made significant progress with this effort; in fact
as of early March, more than eight out of ten homes are now receiving digital service. Due to the large number of customers involved, BendBroadband encourages customers not to wait to the last minute to make the switch and we currently have an aggressive upgrade offer so that analog basic cable customers can convert to digital cable for the same price they currently pay for analog cable.
How will this impact the cost of my cable TV services?
After the special offers have expired at the end of the year, customers converting from analog basic cable to the digital Essentials, Preferred or higher packages, will experience increased cost related to digital service fees and set-top rental, but will enjoy the added benefits of more channels, better audio and video quality, the on-screen programming guide, access to Video on Demand, music and parental controls. In order to provide more choice and pricing flexibility, BendBroadband
also offers a Limited Package ($17.95 per month) and a Family Package ($29.50 per month). These services provide the benefits of digital cable TV while still costing less than analog basic service even when the DCT700 set-top rental costs are included.
I see that DirecTV and Dish Net are hyping their HD channel counts in their advertising. Who provides the best value in HD programming?
BendBroadband has established a nation-leading position in HD
programming, with more than 50 HD channels as of February 2008. We’re aggressively adding more HD channels as they become available with dozens of new HD channels coming in 2008. And unlike satellite providers, there’s no extra HD access fee! Here’s a quick overview of the HD programming we offer:
HD Broadcast – Unlike satellite providers, BendBroadband offers the local HD broadcast signals from ABC, NBC, CBS (from Eugene) PBS and Fox.
HD Simulcast – Simply put, an HD simulcast channel is the High-Def version of a cable network. We currently offer more than 40 HD simulcasts with many more on the way.
HD Plus – Our HD Plus package consists of unique HD-only channels including Universal HD, MGM HD, HDNet, HDNet Movies and HD Theater. Newer additions include Smithsonian HD and MHD.
HD on Demand – High-Definition programming On Demand is an emerging and exciting new source of HD content that uniquely differentiates BendBroadband from the dish companies. As Hollywood studios continue to embrace the value of the VOD platform, we expect the number of HD on Demand titles to expand exponentially.
Bottom line – Besides no local HD or SD channels, you’ll find that satellite companies use some interesting counting methods, for example they’ll count PPV and duplicate (East and West) feeds of the same channel as well as premium sports channels that carry a significant added cost. When you strip out the hype from the satellite companies and look at the facts, BendBroadband provides as much or more HD content and at a lower price! We’re committed to remaining a leader in HD programming.
I keep hearing about a government program that provides a $40 coupon for a set-top converter box, what can you tell me about that?
Broadcast stations (like KTVZ and KOHD) are required to turn off their analog over-the-air signals by 2/17/09. Older, analog TVs that are currently receiving analog over-the-air broadcast signals via antennas (aka “rabbit ears”) will not be able to receive the broadcaster’s over-the-air digital signal without a converter box. The government coupon can be used to purchase a converter box from retail outlets (not BendBroadband) that will convert the over-the-air digital broadcast signal to analog. What over-the-air channels will I receive with the government converter box?
You’ll only be able to receive the over-the-air broadcast signals from the following stations: ABC, NBC, CW, Telemundo and OPB. At this time, it is unclear as to whether KFXO (Fox) which is a low-power broadcaster will be transitioned to digital by 2/17/09. The channels you actually receive will depend on the signal strength for each station in your area.
How do I know whether I need one of the government-sponsored converter boxes?
If you currently use “rabbit ears” or a rooftop antenna for an analog TV in your home and want to continue to receive those over-the-air broadcast signals after February 17, 2009, you will need to install one of the government-sponsored converters. Another option is to connect the analog TV in question to BendBroadband digital cable TV service. This would require the use of a BendBroadband-supplied digital set-top box.
If you bought your TV before 1998 it’s probably not digital. For any TV purchased after 1998, check the manual under specifications for the tuner. If it says “ATSC” it is digital. If it says “NTSC” it is analog. Be aware that some TVs have both. If you don’t have the manual, sometimes “ATSC” or “NTSC” is printed on the back of the TV. Also if your TV has a setup mode that automatically scans for channels, turn it on and see if
it asks “analog or digital.” If it does, your TV is digital.
What channels will I receive with the BendBroadband digital set-top box?
You will receive all the channels that are contained in the cable TV package to which you subscribe. Our packages vary between 65 channels (Limited Package) and more than 270 channels (The Works) and all packages include 45 commercial-free music channels. In addition, every digital cable TV subscriber receives access to our Video on Demand service.
What if I am a BendBroadband customer and I ONLY want to watch local broadcast channels on one of my TVs?
Each BendBroadband cable TV customer will be required to have a BendBroadband-supplied set-top box on their main TV. However, if you have an additional TV that is digital and you only care to watch the local broadcast stations on that TV, you can connect that TV directly to our cable (no set-top box required). However, if that TV is analog, we recommend you rent one of our standard set top boxes which will enable you to receive your entire cable TV package on that TV. Alternatively, you could install one of the government converter boxes and receive over-the-air broadcast signals only on that TV (depending on the reception in your area).
